Project Controls Specialist.
This position will perform functions relating to Engineering Projects, Routine Maintenance, Major Maintenance, Construction Work, and Turnarounds. In addition, this position works to maintain accurate cost forecasts and reporting.

Typical Responsibilities:
  • Perform as the project controls/cost control representative for your respective customers
  • Participate in development of project execution plans, schedules, and cost control documentation, and maintaining project metrics throughout the duration of the project.
  • Provide project controls expertise relating the integration, controls, and management of projects, including project planning and scheduling, manpower planning, cost control and risk management.
  • Coordinate with the project teams to develop and maintain Work Breakdown Structures (WBSs) and work orders, cost forecasting and schedule baselines, and Estimates at Completion (EACs).
  • Coordinate systems and to ensure work breakdown structures (WBS) and other coding are aligned in schedule and cost systems.
  • Maintain cost forecasts for responsible area.
  • Compare cost forecast to budget and obtain variance explanations for increases or decreases.
  • Compare actual costs to cost forecasts and obtain variance explanations as needed; adjust forecasting process as necessary to increase accuracy.
  • Assist in developing project estimates.
  • Validate project estimates, insuring adherence to estimate basis, project estimating practices, capital versus expense splits, etc.
  • Coordinate and review check and control estimates.
  • Prepare budget documentation for the ER, CP, MM, and RM 5-year budget and the TAR 10-year budget.
  • Manage, document, and communicate changes to project budgets.
  • Create and maintain cost accruals, cost allocation rules, charge matrices, work order moves and additional item entries for accurate cost reporting; Communicate these entries to the Accounting Department to support the monthly close-out process.
  • Monitor actual earned value, productivity, direct/ indirect ratios, etc. and alert customers when issues arise.
Education, Experience and Skills
Minimum Qualifications
  • Must have a High School Diploma or GED.
  • Must be proficient with Microsoft: Excel, Word and Outlook.
  • Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
  • Must be legally authorized to work in the US without the need for future VISA sponsorship.
Preferred Qualifications
  • Bachelor's degree in Accounting, Business, Engineering, or Construction Management is preferred.
  • Three or more years of experience in project controls in the refining or petrochemical industry is preferred.
  • A clean and valid driver's license is preferred.
  • Additional software skills such as SAP, Primavera, and Power BI preferred.
